They Both equal the same amount of air flow, Drag might be a different story. The Pres. Will give you a chart on it.
The guys who run them back wards usually do so for fear of water getting in there from other boats.

runnin a scoop backwards has to be create'n some vaccum or low pressure on the inside. anyone who know's how to use a air gun to get a siphon hose started can prove that.

I got hassled on Mead for having it forward. Cop said if it back fires it'll throw flames on us. Told me I have to have spark arresters, they're way expensive for Doms. So, I put one for a regular Holley on top of the bar that goes accross carb to hold scoop on ran a bolt thru it, Totaly a dummy but they want to see that metal screen on there. I didnt even bother to tell him about my pop off in the back. Yes sir, no sir, buh bye.
a cop hassled me for having mine forwards. but it had a flame arrestor in it i said i saw no law about it he said i had to turn it around or he was gonna give me like a 200 dollar fine so i did.
I run mine forward, I do have a spark arrestor, havn't been hassled yet. And if enough water ever came up and over to get inside my air scoop I have a feeling that I'd have way bigger problems than a little water in my carb.....
I think he was full of crap. I think the law reads something like if the intake carburetor(s) are 14" above the bilge in a open engine compartment you don't even need a flame arrestor. I'll see if I can find it. Thunderpumpkin and Wiseones dad told me about it years ago. Knowing the law kept him from getting a ticket or two.
As far as having a chart, not yet. We run ours forward, but I might do a little test this Summer if I remember.

I wear mine backwards. all the cool kids do it . besides i once lost an eyebrow and some pride when i ran it foward on my flatty . Never look at your scoop when you turn around to fire your ski race boat , cause that is where some dip shit mounted the push button start button ..

i never thought it really mattered until about three weeks ago. Some guy in a CP up at Aha had his passenger seat cushion come up and cover his scoop. Shut the boat off and pitched him out, CRAZY.
That must be why chevy, had cowl hood's.On a more serious note; maybe the extra pressure doesn't compensate for the extra turbulence. Mine would be backward if I had one.
