Rubber spacer between drive and gimbal?

Bought a 1981 Welcraft(says Scarab on the side, but I think it is a Nova). Any guesses on what this rubber spacer is on my drives? Surely it can't be right.

It looks like someone put the rubber sealing ring (that is supposed to be inside the transom bell housing butted up against the bellows retaining ring) over the top (outside) of the upper driveshaft housing where the pinion shaft/u-joints are located. Whatever you do, don't run it like that. Have someone that knows what they are doing remove them and check "EVERYTHING" out.
