Clear Coat Peeling off

When i bought the boat the clear coat was starting to peel off now getting worse what is the best way to get the rest off so i can re clear coat it?

It looks like the boat is peeling not sure yet if they clear coated over the gel or painted then clear coated

if your ever in boise bring it by, sounds like its clear coat, if so you could probably sand it down and reclear. but i would have to see it or at least a pic to tell for sure. i have a custom auto and paint shop in Boise if you need help

take a piece of 2000 g sandpaper and scuff it. if its clear then it will be clear fragments if its paint then it will be the color. pending age of clear and how many times its been buffed, chances are 99% its the clear coat. its its near a edge and polished it can be burned easy and loosen it off the basecoat and eventually start to peal.
