How did he Ca. register his Rhino?
It's probably green stickered. I think you either have to know someone at the DMV or do something fradulant to get a Rhino CA street legal nowadays. There were a few that slipped through the cracks but for the most part I've heard its impossible.
It is CA registered as a green sticker, NOT street legal in CA. Bought new from a dealer.
He wants it AZ street plated.

Sierra title couldn't help me when I switched mine from ca. green sticker to az street. They said because it was already registered in another state it needed a vin inspection so I had to take it to the Az. MVD. If he has just an MSO and its never been registered than they can do it. At least thats what they told me.
i used roxanne at nfinity insurance in parker, az. I paid about $225 i think and she had my plates to me within 3 days. No vehicle inspection either!

Make sure he states that is primarily used off road, and get the OHV sticker. His VLT (license tax) will only be $3.00 and the OHV decal will be $25.00.
I think there may be a nominal fee for title and plate, but it will be no where near as expensive as it would be for street legal plates, tax and registration.
