The way I understand it as the legal owner she is responsible for the trailer. If she is not on the lease then she shouldn't be responsible for the rent on the space.... however if and when the trailer park decides to remove & store that trailer then can come after both of them for the bill.
If she already knows for sure her sister is not going to pay any part of it and if the lease (space rental) is up, i would suggest getting it out of there ASAP either by donation to some charity, cheap sell to someone who will need it, or disposal. She can then take her sister to court for the costs.
Or she could just totally ignore everything and cross her fingers that it doesn't hit her credit history in some manner.
Been through something similar with as co-signer on a personal loan that went south. Better just to handle it up front and be done with it.
