When that prop is pushed all the way on, there are some splines sticking out past the prop. There is a brass gizzie that goes on that catches the splines AND has the notches for the keeper that locks the nut. See your friendly outboard/outdrive store, take your prop with you. (there may be a spacer that goes on before the prop)
