The spring goes in first then the cylinder, followed by the thermostat element with the stem facing the cap and the element body fitted into the cylinder. You may want to test the element first. Its easy. Throw in a pan of water and bring it to a boil. You really don't need to get it boiling. Just make sure the stem does get pushed out as the water heats up. Its fully extended at about 180.
The element pushes directly on the cylinder, and the spring pushes it back
