Dave, Just had the same problem last week . The ware ring regesters in the bowl and alot of times the ware ring will rust and corrode in the bowl area and will just be a real problem to get apart. Try using some heat and see if that will help. You are not missing a step they can be a real bitch. Maybe someone will chime in and come up with a better idea, I just haven't found it.

Happy to try to help the tapered wear rings they (Jacuzzi) used on YJ's had a bit of iron in the alloy and between the dissimilar metals (the alum in the bowl vs the rust from the ring as Greg decribed) this is worse if the jet was used in salt or brackish water the YJ wear ring tends to "stick" in the bowl as you try to pull the bowl away from the suction , because the wear ring is tapered (as is the impeller the opposite way) the pair act like "chineese fingers" the wear ring wants to come off with the bowl but cant because of the impeller wants to come with it but cant ... Turn the jet up on end (bearing up) soak the wear ring thru the intake opening overnite with Sea foam or WD then put the jet down on the concrete and use a long skinny tool (we use an old pry bar) and a mallett thru the exit side of the bowl to drive the wear ring free of the bowl and back towards the suction piece Its a bear but it will work with perserverance FWIW I have spent hours trying to get these frustrating things apart , have even gone so far as to remove the bearing retainer snap ring and push everything out the back then remove the impeller with a press however you still got to get the wear ring out and deal with the bearing left in the housing at some point Good Luck Tom
