If your talking about a stock jet-o-vator, your right they don't give you much. When my ol man had a 21' day cruiser back in the late 70's he tured me loose with a file. If you look back at the jet while someone hits it up and down, you can see where it hits the stop. Grind or file on either side and you can get a little more.(not real sure how much you can safely remove)

Don't remove too much or you'll expose the "O" Ring and then you're screwed.

Have you got a pic you can put up 78elim. It's been colse to 30 years but I remember a flat spot on the top of the jet about 2" long and 1" wide ,and I had to file on that.

Thank you for all the response everybody. The guy who i bought the boat from did not have it hooked up properly. He had the control cable clamped to the steering tube. all god now tho. Im gonna chage over to a hydraulic place diverter next summer. this will do for now. happy boating.
