Rpm's will depend on what springs and bushing you have in the dizzy or if it is locked out you can do it at idle. You need to get a light that has a dial indicator on the back. Set it to the degree you want and shoot the balancer, the mark will read "0" when you are at you desired timing.

You can get one of those timing lights at Sears for $60. You can also put a timing tape on the balancer. What kind of dizzy are you running?
