Could be temporary fixing something, not sure, but maybe something like this..?
OROVILLE — Low water levels at the Thermalito Afterbay enabled a crew of divers and contractors to remove a temporary dam Wednesday that was stuck.Scientists were also out at the Afterbay recently to remove predatory fish that endanger ducklings in brood ponds.
Department of Water Resources Water Resources Supervisor Kevin Wright said crane operators and divers completed two days of work Wednesday to pull a stoplog that had been placed upstream of a gate at the river outlet at the bay a year ago.
Wright said a stoplog is a heavy, temporary dam that looks like a steel door.
Last May, DWR officials went out to inspect the gate to the river outlet. Inspections are required every 10 years under the dam licensing agreement, he said.
Wright said they were unable to complete the inspection because the water flow in the Afterbay was too swift. A stoplog was dropped in upstream of the gate to stop the flow.
However, when it came time to remove the stoplog, it was stuck.
Officials aren't sure how it got stuck and will investigate that.
"It was acting like it's heavier than it is — it weighs 7,000 pounds — but it took much more force to pull it free," he said.
DWR lowered the water in recent weeks to get the stoplog out and also to work on the brood ponds.
Once the water was lowered, the crews were able to try to remove the stoplog again.

Yea thats why i said "maybe something like this".
Wasn't sure if it was low since March or possibly lowered it again for a similar reason.
