Default Boat under 3500 pounds on trailer that can handle some chop?

I've owned a supercharged Donzi Classic 22 and a Grady White 226. Both were awesome in their own ways. Now I find myself in a bit of a bind. I'm boat-less. I have two kids (3 and 5). The wife doesn't like boating. My tow vehicle is a 2015 wrangler JKU with a 3500# weight limit. I boat on the Potomac river which can get really snotty. I'm finding myself wanting a small, budget boat just to get back on the water this summer.

    So I'm asking the impossible:

Under 3500 pounds with fuel on a trailer.
I have to be able to launch and recover myself
    Prefer outboard power
    Seating for 4

What should I be looking into?

Oh I'm on a budget so used and under $15k would be best. Maybe an old 18-20' outboard like a checkmate?

I grew up in a few 21 eliminator day cruisers(jets) My 21 daytona shocked me when I found out how well it rode in the rough.
Have literally gone w.o.t. in 1 to 1.5 foot white caps.
Never been in an outboard tona....not sure if they ride better or worse.
I have never weighed my boat.....if I had to guess it loaded and the trailer would be close to 3k lbs
