I installed a brand new hydraulic conversion kit, got it wired and the solenoids just click. Any ideas? I've loosened the solenoids, checked wires, made sure it's full of fluid.

Trim up all the way on my hydraulic PD while underway the rooster tail will barely get out of the water. On the trailer the nozzle struggles to go much more above halfway, if you grab it and "help" it up it will go all the way up. I don't see any fluid leaks so I don't think the hydraulic ram...
