Max rpms 4000. No beeping or anything. Hooked to computer and no codes. Changed spark plugs and new fuel. Same thing. Help?!

when running on flat water i can only get up to about 4400rpm. my motor(bbf) is not cutting out or anything, could this be because of my impeller? i dont know what cut or blade it is but its in a yj jacuzzi. any ideas. thanks

Thats what I ran saturday in parker. Does that sound about right? Fresh pump, 2* back cut shoe, rideplate, and diverter. Im thinking maybe the shoe could go down some. Should I be turning more rpms?
