Administration: Highway fund to go broke in August
WASHINGTON – The Obama administration is warning lawmakers that the trust fund that pays for highway construction will go broke in August unless Congress approves an infusion of as much as $7 billion.

Sen. Barbara Boxer, chairman of the Senate Environment and Public Works Committee, said at a hearing Tuesday that the administration has told senators the Federal Highway Trust Fund will need an estimated $5 billion to $7 billion to keep current construction projects going.

The California Democrat said another $8 billion to $10 billion will be needed to keep the fund solvent through the year ending Sept. 30, 2010.

Transportation Department spokeswoman Jill Zuckman confirmed those figures.

"The administration is working closely with Congress to solve this difficult problem and ensure that states have the resources they need to maintain our roads and highways," Zuckman said.

A decline in driving that began in late 2007 has reduced federal gas tax revenue, the primary source of trust fund dollars.

The trust fund is separate from the $48 billion in transportation projects included in the economic recovery law enacted by Congress and signed by President Barack Obama earlier this year.

Congress approved an emergency transfer of $8 billion in general treasury dollars last fall to make up a projected shortfall — the first time in the program's history that had happened. The fund dates back to creation of the federal interstate highway program in 1956.

Sen. George Voinovich, R-Ohio, said it's clear that Congress must raise the federal gas tax, which is now 18.4 cents per gallon.

"I know that doesn't go down so well with some folks," but it's "the reality of the situation," Voinovich said at the hearing, which was on Obama's nomination of former Arizona highways director Victor Mendez to head the Federal Highway Administration.

"That will be one of my highest priorities, to get on that very quickly," Mendez said of the trust fund.

The law that authorizes federal highway programs is due to expire at the end of September, but the issue hasn't been on Congress' front burner. There is a consensus among transportation experts and lawmakers that there will have to be some form of a tax increase — always unpopular, but especially so in a recession — to make up for the lower gas tax revenues and to address a backlog of crumbling and congested highways, bridges and public transit systems.

Two congressionally mandated commissions have called for an immediate increase in the gas tax. The first commission, which issued its report in early 2008, recommended a 40-cent per gallon hike. The second panel, which issued its report earlier this year, recommended the tax be increased 10 cents per gallon for gas and 15 cents per gallon for diesel, and that both be indexed to inflation.

The two panels also said fuel taxes are not a sustainable source of revenue over the long term as drivers shift to more fuel efficient vehicles. Both panels recommended Congress find a new revenue source to pay for highway and transit programs.

Their top recommendation was to tax motorists based on how many miles they drive. That would require equipping cars and trucks with devices that use GPS technology to record not only how many miles the vehicle was driven, but whether the driving occurred on interstate highways or secondary roads and whether it was during peak travel periods. The device would calculate the amount of tax owed and the bill could be downloaded.

A mileage-based tax system would take about 10 years to implement.

Unbelieable. Lets push higher mpg vehicles, green this, green that, and then when people actually try and live their lives this way, we'll simply tax them more because they're following the protocol. Change Folks! Change! Its disgusting.

GPS you friend one day, your enemy the next. They really are trying to screw up everything they lay their hands on.

It has been said that this milage tax could turn out just like the toll roads in that you could be charged diffrent rates at diffrent times of the day and that the fees would be at their command to change when ever they needed more money. Don't let this happen or they will have total control over your life and we will end up just screwed.

Keep the cost of Oil down, gas down, let the big cars rule, and you generate tax dollars off fuel sales. :)devil

The government needs to start laying people off. The government needs to stop spending all of it's money on pet projects. Lean times call for a lean government.

The down economy has caused my employer to get lean. Luckily we have not been affected by the recession like many have but we were not recession proof. As a result of our vulnerability to the unseen future we decided to get lean. Getting lean meant pay cuts, benefit increases, etc. I personally took a $20K pay cut from last year to this year. My health care costs are going to increase 200%

Pre pay cut my wife and I ate out 3-4 nights a week at nice places. She bought shoes like crazy. If someone needed money we were happy to lend it to them, we also managed to buy a new home outright. I knew this sh*t storm was only going to get worse so we bought a place that is quite frankly well below our means but I didn't know hat the future held and do not regret the decision I made.

Today we rarely go out and if we o it is not usually very nice. Chili's is about as fancy as it gets. I have not purchased new clothes in many months nor has she purchased new shoes. We run very lean and only buy what we need. The vehicles are only driven out of need and no longer because we want to take a drive.

If my little high school educated family can figure out simple economics enough to balance a budget and make the cuts we need too, why is it so difficult for a government that is supposedly packed full of Harvard, Princeton, and Yale economic masterminds?

Since the government I fund can take money from the masses when times are tough shouldn't I be able to go to the government and tell them I miss my crab dinners and am going to need a stimulus of my own to maintain my lifestyle?

Fawk...All of my registrations about dounled this year and I haven't noticed a single road system in CA getting better....:):)punch:|err

I'm getting pretty sick of this BS:mad:

Their response... "No we didn't, he is promising a tax cut, beside only the rich will see their taxes go up".....

I hope they go down this road.

GPS is VERY easy to jam (defeat) using easily found devices.

Most likely knowing our govt, they'll hire a govt worker to ride along with us every day to monitor our driving habits and report back. But look, they are stimulating the job market.

The last real democrat I can tell would have been JFK. As far as I can tell he was the last Democrat president that actually cared about this country.

GPS is VERY easy to jam (defeat) using easily found devices.

Most likely knowing our govt, they'll hire a govt worker to ride along with us every day to monitor our driving habits and report back. But look, they are stimulating the job market.
Same with traffic radar but I"m pretty sure it's illegal to jam official transmissions. THAT might earn you a trip to the gulag.

Gas is taxed at a fixed amount per gallon. The price has nothing to do with how much the state or Federal Governments get.

But even that amount is higher than any profit the oil companies get.
Its ben a while since I have read teh sticker on the pump.

Wasn't it like 27 cents to CA and 17 cents to fed per gallon?

Crazy tax if you think about it. I feel bad for the stations that have to get on there ladder and change the prices daily. Premium is back to $3.07 in my hood effective this morning:(

I would actually think that the more exspensive gas is the less consumed. I imagine the gov took a big pay cut over the last 2 years vs. when things were rolling along and soccer moms were filling suburbans and expeditions.:)
