The correct tool to use would be a dowel pin puller/extractor. You should be able to get a loaner tool from AutoZone or O’reilly auto parts with different size collets for your size dowels.

If you are talking about the bellhousing dowel pins, they are installed in a through hole, giving you (partial) access to the back. Look at the front of the bellhousing flange to see where you can gain access to drive them out. I would recommend using a brass or aluminum drift so that you don’t peen the back of the dowel, swelling its OD and increasing the press fit on it. The oil filter side of the block provides less access than the other side, but you can work it from a slight angle.

If you are referring to the timing cover side dowels, I have worked in several shops where they have been successfully removed with a cats paw or claw hammer although that method is a little more belts and suspenders thinking than white lab coats.

When you go to reinstall, don’t get cheap with the anti-seize. It also helps if you put them in the freezer for a few hours before installation.

I've got a mark IV bbc. I need to replace the pins for longer ones. How do I get the old ones out and the new ones in? Thanks.

You should be able to knock them out with a punch. There should be a small hole on the front side of the block in line with the dowels. Install the new ones with a brass hammer or a regular hammer and a block of aluminum or brass. Use some lube and make they start straight before you drive them home.

Thanks for the responses. I wasn't sure if I need to heat the block with a torch. Didn't want to break it trying to drive them out.

They can be pretty "stuck" some times. Little penetrating oil, little heat certainly can't hurt.
