Which will go down as the best place to live if you're a criminal???
Former defense attorney is now the DA in Philly. He's a devote LEO hater and believes most criminals shouldn't be incarcerated.
I guess if you want to be a criminal, either Philly or Gov. Moonbeam has made it easier!!!
