Typically desired oil temp at long cruise speed. Other than that, I'd say desired engine water temp at long cruise speed, so long at that doesn't allow for the water to boil in the engine while idling. Where we boat we have several long no wake zones that we have to contend with. They sometimes mess with the settings.

Your going to just have to play with it to find a sweet spot and even then it will change day to day with water temp. Me I like to be no hotter at idel than 180* then 150 or 160 at speed. If you find your self getting hot in a no wake zone just rev the motor a little bit it will shove fresh water in there.

also it will depend if your running a thermostat or not.

so I am going more for temp than pressure?

I thought I had it adjusted pretty well, but go nervous when I didn't see any pressure at idle, even though water was coming out, I thought maybe I had gone too far.

Yes, set for temp to start with.
