I looked at a boat I'm considering to buy & saw a lot of grease coming out of the packing seal & packing gland area. Not sure if its been Over greased or the
seal & packing gland need to be replaced? Can this seal or packing gland be replaced without pulling the engine or the pump?

What labor would one expect for this job?

This was a Legend pump.

The shaft packing is what keeps water out of the boat...with some packing material a couple drips a minute is acceptable and needed to cool and lubricate the shaft. The square packing material I use below requires little to no water for lubrication and very seldom drips.
There is an grease seal infront of and behind the thrust bearing...those are to keep grease in the bearing.
When adding grease it is possible to over pressurize the cavity and damage the seals-lip and even push the front seal out if the front bearing-cap.
Or, the seals may be ok but there is too much grease/pressure inside and it's just wicking it's way out.

The shaft backing rings can be removed with something like a dental pick or I have used a sheetrock screw then pull each one out with a pair of pliers (being careful to not score the shaft)

To replace the front grease seal requires the engine and drive-yoke must be moved forward enough to assess/remove the front bearing cap. Then it's as simply as removing and installing a new grease seal.
To replace the rear seal, the pump shaft has to come out of the pump and the old seal has to be forced forward of it's seating area and the new one reinstalled in reverse.
