The AZ State Legislature swept (stole) over 25 Million Dollars from State Parks. Including money that had already been awarded in Grants, but not yet paid out. Cities, Counties and other entities that had already started projects had to cancel work, cancel contracts and put plans on hold. Also gone was all money for improvements to State Parks, including the Windsor Dock project. (Public money only. Private donations weren't touched.) The only work allowed are those repairs that are absolutely necessary to keep facilities from falling apart.
Currently 3 State Parks are closed, and about 6 more have been cut down to being open only 4 or 5 days a week, instead of 7. All seasonal employees have been furloughed and full time positions that are or were lost to attrition (resignations, retirements, etc) aren't being filled. Rangers and other employees from closed down parks are being temporarily re-assigned to active parks to back-fill for the loss of seasonal help.
The legislature really raped the Parks this year. Actually, it's the people who were raped. Money that was brought in from boat registration fees, marine fuel taxes, OHV permit and licensing fees, State Park entrance fees, lottery proceeds (for the Heritage Fund) and other sources went to cover the fiscal irresponsibility and incompetence of the legislature and our former governor.
The docks will be built. Possibly later this year. The legislature is trying to do some fund swaps, and change laws on how funds are used to enable the Parks to complete projects already underway, but currently on hold.
The alternative would be to close more, possibly all, State Parks.
