Here the F we go again...wall construction in channel

Just down at the channel today and noticed stakes on the island side from the dog park the rest of the way south to the swim area. I am not a rocket scientist by any means but I am thinking they are ready to continue building the 'wall'. Why in the world would you not do this Dec-Feb? One more example of heads up arses. Don't give me 'we got the funding now and have to do it now BS'.

That is a SLIF Grant funded project. The SLIF Grants didn't receive final legislative approval until mid December. Then agreements had to be sent, signed and returned, pushing it into January. No "work" could be done until the City received the agreements back from State Parks.

Proposals, engineering, specs, bid advertising and opening, contract acceptance and other such things take time. I'm surprised they're getting started on it so soon.

They couldn't delay the project until next winter, since there's a specific timetable requirement for completion of the grant project. Also, if the City didn't begin work and using the funds there was a possibility that the Governor would see all that money laying around and strip it to help alleviate the State Budget crisis.

Funds are reimbursed after the City pays the bills. Until the City submits for reimbursement, that money is sitting in a State Park Account.

There may be things that LHC appears to SNAFU, but this one is out of their hands. This is the same grant program that I deal with, so I know of what I speak.

Maybe I'm wrong but are they not going to dredge the area under the bridge and the outfall from the storm runoff channel just north of Rotary Park asap, so the paper says. City Guy where are you??? Come on down. Seems like the appropiate time of year to me, boating season is just starting so lets get going huh? NSF

Unfortunately, it is reality that drives construction schedules. Nontheless, the city public works department is working with the contractor to see if the schedule can be deferred until after Labor Day. There's a good chance that the contractor will not honor their bid that far out given today's volatile economy, so we may be stuck with construction on the seawall possibly through July. If that is the case, the work will be suspended for the holiday weekends and the contractor will be required to assure public access is available during those times.

BoatCop was very accurate with the information about SLIF grant funding and the process that brought us to this point. City Council has placed dredging the south end of the Channel at the top of the list for SLIF funding in the current application cycle, but we are concerned that those funds may be swept by the legislature to offset the state's huge revenue deficit. If money is available for grant funding, we won't know if the dredging project gets an appropriation until sometime later this fall and it wouldn't be funded until about this time next year. The city cannot afford to do the dredging on its own.

The design for the seawall extension will include offsets that will allow for a sand ramp to the beach. The wall will also be set a little further back toward the sidewalk, which makes for a little higher wall in places, but more beach area. Remember, the seawall is an erosion control device designed to keep the sand from washing into the Channel. It can only control sand that is behind the wall.

How much can it really cost to dredge the channel? It takes what a few hours? Maybe a day tops? Just wondering... The channel is the lowest I have seen it since I moved here 4 years ago. Went through it last night and the deepest my depth finder saw was 8 feet. Thanks god I have a 22" draft...

The last tiime the channel was dredged in 1996/97, LHC got a $500,000 grant for the work. I don't know how much, if any, matching funds they put up for the project, so don't know the total cost.

Look at a 40%-60% (at least) increase in today's dollars. It would take several weeks to dredge the channel, and the north/south entrance ways.

BUT, I knew they would never take me up on the offer:D In reality it would be more than an excavator could do except for just clearing the build up of silt and sand at the Pima wash outfall, That I could do with an excavator but i think when they talk of dredging the channel it is much more complicated. And as Charlie says, working with the Corps of Engineers is a redtape nightmare, why I dont know but it is. NSF

There's a myriad of State and Federal Agencies involved when undertaking a dredging project on Federal Waters.

Army Corps of Engineers (Regulates any work on Federal Waters or shoreline)
Bureau of Reclamation (Altering River Flow)
US Coast Guard (Pollution & Special Notices for dredging operation)
EPA (More Pollution & other environmental issues)
AZDEQ (SAA)
FEMA (Altering the flood plain run-off)
US Fish & Wildlife (Endangered Species)
AZ Game & Fish (SAA)
AZ State Land Dept (Owns the Riverbed & disposal of spoils [removed material])
BLM (disposal of spoils)
Mohave County Health Dept (monitoring bottom disturbance for brain eating amoebas)
CDC (SAA)

That's the short list. There are probably a bunch more that need (or want) to be involved. So you can imagine the hoops they have to jump through to navigate the State and Federal bureaucracy.
